And how does purchasing one work? Is it by auction like a foreclosed property?

it means that the sale of the property has thecities approval or permission. it could be a taxforeclosure or a city owned property that they nolonger need, These sales are either by auction orby closed bids. if it is a bid you will need tomake an offer and submit it by a certain datealong with a deposit. the sales are final, andcash. must be completed within a certain time. You should contact the city and they will tell youthe details.
